Only skills needed to fly it are Electronics 5, Engineering 5, Shield Upgrades 5, Weapon Upgrades 5, and Advanced Weapon Upgrades 4. That should leave the ship (with the EXACT fitting stated above) with 0.49 free PG and 7.75 free CPU.
